What are Regional Rural Banks:
You can take a holistic approach to prepare for above exams as I found that pattern of exams are similar in all the above bank exams - that is: if you prepare seriously for one exam, you can appear in other exams without needing any extra preparation.
IBPS CWE RRB 2014 Vacancies:
There are four category of vacancies for which this exam is being held:
RRB Office Assistants: No Experience required.
Officer Scale-I: No Experience required.
Officer Scale-II (General Banking Officer): Two years Experience as bank/financial officer.
Officer Scale-II (Specialist Officers): one/Two years Experience in bank.
Officer Scale-III: - Five years Experience as bank/financial firm.
Exact number of vacancies would be known only when the individual Grameen banks comes up with the notifications following the Common Written Exam.
Online Payment of Application Fees: 18.06.2014 to 09.07.2014.
Offline Payment of Application Fees: 20.06.2014 to 14.07.2014
Written exam for Officers: 06.09.2014/ 07.09.2014.
Written exam for Office Assistants: 13.09.2014/ 14.09.2014/ 20.09.2014/ 21.09.2014.
Date for declaration of Results: 05.11. 2014.

The written exam would be held in many venues all across India in 27 states. You can find the list of Exam Centres for IBPS CWE (RRB) 2014 in "ANNEXURE-I EXAMINATION CENTERS" in page 22 of the Notification.
You can apply for IBPS CWE for Regional Rural Banks only through on-line form. There is no offline form.

What are Regional Rural Banks:
History of Regional Rural Banks (RRBs) dates back to 2nd October, 1975 when five RRBs were established for upliftment of the rural economy. RRBs are jointly owned by the Government of India (50% stake), the State Government concerned (15%) and sponsor banks (35%).
At present there are 82 RRBs, sponsored by various PSU banks. You can click here to download the list of State-wise Indian Regional Rural Banks. Currently these RRBs are facing huge shortage of manpower on account of following reasons:
1.0 There has been virtually no recruitment for 18 years since from 1990.
2.0 Volume of business has increased almost 10-fold.
3.0 Large-scale retirement is going to take place in between 2012 to 2015.
What is IBPS CWE for Regional Rural Banks:
This is a common exam for all the Grameen banks (Regional Rural Banks) and it presents you the best opportunity for a bank job.
