To apply for these IOCL vacancies, you have to apply for UGC-NET Dec 2014 (scheduled to be held on 28th December, 2014), appear in the relevant discipline papers and qualify in the same.

IOCL Recruitment Process through UGC-NET Dec ' 2014:
As said above there is no written exam for the selection of of Marketing & HR officers, other than UGC-NET. You would be short-listed based on your net score and than called for GD & Interview. Final merit will be prepared considering the scores obtained by you in UGC-NET examination, GD/GT and PI.
But you have to secure following minimum marks in UGC-NET ( as decided by UGC) to qualify:
Cut-off marks for General category candidates:
Paper-I: 40(40%); Paper-II: 40(40%); Paper-I: 75(50%)
Cut-off marks for other than General category candidates (i.e. OBC/PwD/SC/ST):
Paper-I: 35(35%); Paper-II: 35(35%); Paper-III: 60(40%)
But please remember that above is the cut-off marks for UGC-NET only and IOCL would decided its own cut-off for short-listing the candidates for GD/PI.

Thing to note:
While applying for UGC-NET, you will have following two options to apply:
i) to apply for Junior Research Fellowship (JRF): Max age 28 years
i) to apply for Assistant Professorship: No upper age limit.
Because IOCL has set 30 years as the max age, you should choose ‘Assistant Professor’ while filling-in the UGC-NET Dec 2014 application form.
Academic Qualification Eligibility:
For Marketing Management:
i) 2 year full-time regular PGDM / MBA.
ii) Min 60% or Equivalent CGPA in the qualifying degree examination.
For Human Resource Management
i) 2 year full-time regular Post Graduate Diploma/Masters Degree in HR Management/ Personnel Management/ Industrial Relations/ Labour Welfare/ Social Work with specialization in Personnel Management & Labour Welfare.
ii) Min 60% or Equivalent CGPA in the qualifying degree examination.
The above minimum %age is relaxed to 55% for SC/ST/PwD candidates.
The qualifications should be from a recognized Indian University/Institute
Final year students of PGDM/MBA or equivalent studies may also apply. However, on selection, you have to submit the final mark-sheet/degree certificate by 31st July, 2015.
